The Massachusetts Department of Energy Resources (DOER) develops and implements policies and programs aimed at ensuring the adequacy, security, diversity, and cost-effectiveness of the Commonwealth's energy supply to create a clean, affordable and resilient energy future. To that end, DOER strives to ensure deployment of all cost-effective energy efficiency; maximize development of clean energy resources; create and implement energy strategies to assure reliable supplies and improve the cost of clean energy relative to fossil-fuel based generation; and support Massachusetts' clean energy companies and spur Massachusetts' clean energy employment.
Solar Carve-Out I and II Program Details:
The RPS Solar Carve-out I and RPS Solar Carve-out II are market-based incentive programs provided within the RPS Class I regulation (225 CMR 14.00) to support residential, commercial, public, and non-profit entities in developing 400 MW and 1600 MW respectively, of solar photovoltaic (PV) systems across the Commonwealth. DOER has established the Solar Credit Clearinghouse Auction Account (Auction Account) on the NEPOOL Generation Information System (NEPOOL GIS) as a back-up, price-support mechanism for the RPS Solar Carve-Out. DOER expects that the need for Solar Renewable Energy Certificate (SREC) owners to use the Auction Account will arise only in years when and if the supply of SRECs exceeds the demand for SRECs by Retail Electricity Suppliers for meeting the Solar Carve-Out or Solar Carve-out II Minimum Standards.
The SRECs generated within the Auction Opt-In Term assigned to projects by DOER at the time of their qualification for the RPS Solar Carve-out I are eligible to be deposited into the Auction Account. The Auction Account will be open to accept deposits of eligible, unsold SRECs during the final 31 days of each Compliance Year’s 4th quarter trading period (May 16th-June 15th). In any year when SRECs are deposited into the Auction Account, DOER will hold the Solar Credit Clearinghouse Auction to sell these deposited SRECs and transfer net Auction proceeds to the SREC depositors. The Auction will be held no later than July 31st of each year that SRECs are deposited into the Auction Account.
